Field of Invention This invention relates to but is not limited to shielding devices, to surround the needle as it is withdrawn from the patient so that the person removing the needle is protected from spattering blood and possible needle stick resulting from needle rebound. Applications may include, but are not limited to, use over subcutaneously arm-implanted ports and subcutaneously chest-implanted ports, or other in-dwelling needle systems, and all injection syringe systems used in clinical settings.   OSHA Requirements:   The Needlestick Safety and Prevention Act (HR 5178): What Does It Require? The Needlestick Safety and Prevention Act (H.R. 5178) mandated that the 1991 Bloodborne Pathogens Standard (29 CFR 1910.1030) be revised to strengthen the requirements related to the use of safety-engineered sharp devices. OSHA published the revised standard in the Federal Register on January 18, 2001; it became effective April 18, 2001. Below are the major provisions of the law .. Provisions of the new law:  Requires health care employers to document in their exposure control plan that they have evaluated and implemented safety-engineered sharp devices and needleless systems in order to reduce employees' occupational exposure to HIV, hepatitis C and other bloodborne diseases; and  Requires that exposure control plans be reviewed and updated at least annually to reflect changes in sharps safety technology.  Requires each health care facility to maintain a sharps injury log with detailed information on percutaneous injuries (including type and brand of device involved in exposure incident, department where exposure occurred and an explanation of how it occurred).  Requires employers to solicit input from non-managerial (e.g., frontline) health care workers when identifying, evaluating and selecting safety-engineered sharp devices, and to document this process in the exposure control plan.  Expands the definition of "engineering controls" to include devices with engineered sharps injury protection. The National Institute for Occupational Safety and Health said most reported needlestick mishaps happened to nursing staffs, but included laboratory workers, physicians and housekeepers to a lesser degree. This year, NIOSH has selected the transmission of HIV and other bloodborne pathogens through needlestick injuries as a leading study project. The institute's tally on needlestick injuries per year among healthcare workers is 800,000, the majority being nurses and physicians. Treating injuries costs between $500 and $3,000 per stick, according to the Occupational Safety and Health Administration.
